The reports address, in considerable detail, the precarious economic position arising from the Great Depression, international competition and technological and social challenges facing Australian industry growing, handling and marketing wheat, manufacturing, distributing  and selling bread, and manufacturing, distributing and selling  flour; making a number of recommendations that would fundamentally change the wheat and baking industry in Australia; and the way in which Australia marketed its wheat to the world.


The Royal Commission boldly recommended: a home consumption price for flour, financial assistance to wheat growers, and the centralised government control of wheat marketing, which lead to the formation of a statutory authority for wheat disposal in 1939, and the Australian Wheat Board in 1948.  The Commission also recommended the establishment of what ultimately became the Bread Research Institute in 1948.  


A singular economic source record of an investigation into the sustainability of being able to put bread on the table in Australia, at a time of great international economic and political turmoil.
